No. The pot needs to be laying you a good bit more than 4:1 to call profitably there, since your gutshot straight is worthless (you're drawing to the idiot end of the straight) and you could be drawing to a lower flush.
Additionaly, don't raise 76sooted at the $5.50 at low blind levels. You will be paid off on your good hands regardless, there's no need to bluff. Also, no matter how good you are, you're not going to 'outplay' these guys post flop with your suited connector. If you must play the hand, limp, and proceed with extreme caution. Release if you don't make an OESD, FD, or a very strong made hand (like 2pr, or top pair if there's only 2 or 3 players in the hand).
