Default 99 limp-reraised

Live 200, a pretty loose game. Blinds are $5 and $3.

2 players limp, I make it $20 to go in MP with 99. In this game, $20 is seen as a pot builder, not a raise, and would likely provide me with 5 or six way action. Two calls behind me, and the player in 1st position who limped pumps it up to $60.

He's been loosing, and not playing a lot of hands. I ask him if he limped with a monster, no reaction. I call the $40, expecting the players to call behind if I call (typical of the game). Both callers fold, heads up to the flop for $160.

Flop comes 7-high. Villain bets $80. He has about $100 left, I have him covered. Whats the play here?

raise to $35 preflop. As played if you call pf you should be felting this flop because if stack sizes are really $200 then you certainly don't have set odds.

I called the raise hoping the other two players in the hand would also call. I realized that I did not have the odds to hit a set, but couldn't fully decide what he had. When he bet the flop, I figured he had a big pair and not overcards, I would have pushed if checked to. After I mucked, he showed KK. Some players would make this reraise just because someone raised their limp, but they usually don't bet half their stack when they miss the flop.

Would a bigger raise really be good here? I'm not big on TT or lower and usually hoping for a set. I hate playing pairs with overcards, even heads up.
