i don't think very many good players take this line with any of their holdings, but i may be wrong. As played fold, i don't think he's value betting JT and he's not bluffing like this unless he's terrible.
This is often QJ or a baaaadly played 2pair IMO, but then this is 100NL so who the hell knows.

But as you say, a good player would not play anything this way. When you bet out on the river at it gets raised, FOLD 95% of the time, unless you have a good read on villain that he is capable of bluffraising the river. It is tempting to call but you are almost always beat.
