Default 97432 headsup after the first draw

I'm dealt [Th 3s 7d Kd 2s] UTG+1
Hero raises $15 to $30
x1: folds
x2: folds
villian: raises $15 to $45
x3: folds
Hero: raises $15 to $60
Betting is capped
villian: calls $15
*** FIRST DRAW ***
villian stands pat
Hero: discards 2 cards [Th Kd]
Dealt to Hero [3s 7d 2s 9d 4c]
villian bets: bets $15

What should my plan be here? Raise and see if he's strong, discard the 9 if he 3 bets? Pat and call down or just call and discard the 9?

There are lots of ways to get creative here, but it's hard to improve substantially on calling and drawing one.

He's seems to be semi aggressive but this is only based on a few hands. He's a 2+2'er that plays a lot of stud, but I haven't played with him in that game or this very much

Depends on who the villain is and how they're playing. If I was the villain and winning I think I would probably 3bet you like every time. If I was losing I could easily see myself just being frustrated and breaking or folding depending on what I have. Most people don't break though so I'll go for just drawing 1.

Also capping before the first draw here is pretty not good.

Given this knowledge my advice is doubly correct. For one, he's tight and has your 9 beat, and for two he's a showdown monkey so you have no fold equity.
