Default River line with two pair

UTG is very loose and pretty passive.
What do we do here? C/C? B/C? B/F?
Other streets comments welcome.

If passive then probably b/f but i today have had similar hand (Q2o at BB) and get raised at river with passive player but have 1.5 river AF so i call and he has just bigger one pair QT

If the guy is truly passive, bet fold is in order.

You should be betting this river against this type of player 100% of the time.

If the guy is truly passive you should fold. You aren't good enough times to make it a profitable call.

If he's bluffing or raising a worse hand here 13% of the time or more it's profitable.

What do you beat? Q6, 76, one pair, and a bluff.

I fold and move on, but the river raise is noted. I doubt I'll fold in another position like that anytime soon.
