Default baby flush getting reraised on river by lag

villain is 27/19/2.4 over 150 hands. I`m 19/13/3. I messed up on turn and the river bet looked kind of small so I might have induced a bluff with a worse hand here. Is this always a call ? It screams bigger flush to me

A lot of villains are min check raising in position here with garbage and our hand is vulnerable to being ruined by a fourth heart on the river. That would suggest that maybe a checkraise to a size that we could fold to a push might be best.
