Well the bar I frequent does this. It is fun to melt it.

They do this when they fill up the bar ice.. they take all the old stuff out of the bottom.. if you pour it in the toilet you're going to make a mess, so urinal is easier.

hmmmm I never really questioned that.. I will be asking someone tonight. The sink is right beside the ice, so I have no clue why.
