Default Raising for free card w just 2 oc\'s vs Fish

How retarded did I play this hand on a scale of 1-10? I think that if I raise the flop I should've at least bet the turn for a free SD. Villain is 71/8/1. Would the best line be to just call the flop and fold turn UI or raise flop and bet turn?

Call the flop and fold the turn unless he does this on every ragged flop, then just call down.
