My guess is that this person is taking some manner of short stack shot. Whether they bought in for 300 or more and has been ground down is somewhat relevant I suppose, but not too much so.
On the whole, I like the maneuver as people at the site I'm assuming you're playing on tend to be more protective of their stack during shots than those on others. Additionally, if your opponent is aware of how you play, he'll put you on such a wide range when the flop falls that you should be able to get the loot.
