I heard this like 3 years ago from Dr. Micheal Lynch, ont the dave glover show. He is into all kinds of crazy stuff, but I dismissed this one obv. wow, I canty believe he was right. it was proposed in 94 btw, so they arent looking into it, now, it was proposed and rejected. It was the clinton era after all.
