Where should I go?

Graduation present: Travel money for me and 18yo brother (he grad. HS, I grad. college).
Parents probably can't afford overseas, but maybe Canada, Mexico, etc.

We want to go somewhere he can drink, thats not really sketchy. I speak Spanish but he doesn't. I hear Quebec has 18 year old drinking requirements...

Advice?

Montreal is pretty sweet, and yea, you only have to be 18 to drink.

Summer south of the border is pretty damn warm. Had a friend just get back from Belize and loved it. He said it was super easy to sex up American/Canadian/British sloots there on vacation. And most everyone speaks English.
