If UTG doesn't call pot is 21 and my implied odds assuming stacks always get in when I hit a set and he never resucks are about 10:1.

With UTG's money pot is 36 and my implied odd are 12:1 same assumptions.

3-bet Villain is 20/18/2.5 over 100 hands and seems solid.
UTG is 34/8/1.33 and won't continue without a hand.

Without extra money, standard play at 100NL is to fold OOP with 99? I'm playing 24/14/2.7 and may have been seen donking it up at some point, I can't remember.
