Default \"Small Pot Poker\"????

I have heard people say this is exactly what Phil Ivey plays and why he is so sucessful. Could someeone explain this strategy or link me to a site describing it in a good way.

Small pot poker is an effort to accumulate smaller amounts of chips while avoiding risking significant portions of your stack. It contrasts with risking most or all of your chips in one hand to win big or huge pots such as by going all in.
