I have just recently begun to study ICM and want to utilize this function for reviewing hand histories. My question is, is SNGPT the best site for utilizing ICM? Are there any sites that offer a function similar to SNGPT without charging a fee? Thanks guys.

SNGWIZ is another tool which you might want to have a look at.
Cheapest way is to do them by hand though
Quite tedious if you are reviewing lots of hands though

I want to make sure I'm correct when you say do them by hand.. I just punch in the stack sizes into an ICM calculator, then multiply those by my chances of winning? But, how do I calculate my chances of winning without using a tool that takes into consideration my opponents calling ranges?

You use pokerstove.

You could just download the singwiz trial, it's free for a month.
