Pretty sure the flop/turn is standardish...but I also think I have to bluff this river. His bet is certainly not a value one and it's whether I fold or try and push him off his weak hand. I'd give him a range of something like Tx/6x/77/88/99 and maybe a queen but the way he's played the hand if he hits the queen i think he is more likely to check call again?

Worst type of player to bluff, these players exist for value not fold equity.

I think u oughta take the free card on the turn. There is nothing you can rep (like if a K hit instead of the 3) and he will never fold tp and can easily checkraise you all-in. If you check the turn and hit the river, these retardo type donks often lead the river hard even with a naked TP on a flush board and its easy to extract value.

The river is terrible against this type of player. I think the turn is also pretty bad. Maybe if it was A/K since they seem to always put you on AK - but he's never folding a pair on that turn, and he will pay off if you hit on the river.

Sure feels [censored] to fold to $12 in a $99 pot, but whatever.
