Raise or fold preflop (depends on the table dynamics), limping is bad I think. The rest is fine. Call river.

You've got to call the river because he's going to bet anything he called on the turn. But he is putting up a big sign saying welcome to valuetown.

I know I'd do the same on the turn but I think a check-shove is money because as BS he's going to bet when checked to twice and his betting range is probably wider than his psb calling range.
