Default 200NL: What does the limp-raise UTG mean these days?

OR is very loose and aggro, and everybody prob. knows this. Haven't noticed anything special about UTG, but notice his short stack.

So, what does the limp-raise mean these days?

Poker Stars
No Limit Holdem Ring game
Blinds: $1/$2
6 players
Converter

Stack sizes:
UTG: $142.05
UTG+1: $199
CO: $218.10
Hero: $303.20
SB: $71.95
BB: $368.65

Pre-flop: (6 players) Hero is Button with T[img]/images/graemlins/diamond.gif[/img] T[img]/images/graemlins/heart.gif[/img]
UTG calls, UTG+1 folds, <font color="#cc0000">CO raises to $8</font>, <font color="#cc0000">Hero raises to $24</font>, 2 folds, <font color="#cc0000">UTG raises to $60</font>, CO folds, Hero folds.
Uncalled bets: $36 returned to UTG.

Results:
