i dont like it, its practically the same as checking behind but it reopens the betting.

and bet the turn harder (also provides metagame for your floats)

His river lead is fishy but I'd hate to get 3bet here so against an unknown I'd likely take the (free) showdown.

I also don't make river raises less than 1/2 pot very often, do you think villian folds to a 1/2 PSR there?

I never raise those freaky river minbets from an unknown, becasue I'm afraid of re-opening the betting. In most cases, won't he just fold when he has something you beat? Under normal circumstances, you will either fold out a worse hand or give $9 more to a better hand.

I don't think he ever makes this bet with a hand I can't beat. The flush missed and there are no real straights out there. I've learned from bluff raising too many rivers that most players can't bring themselves to fold after making a blocking type bet on the river.
