10/20: Bottom end of straight, river pairs, villain raises

WPEX and I can't get anything usrful out of those hand historys. No stats on villain either for the same reason.

Is this an easy 3-bet/call 4-bet?

I would 3bet because villain doesn't have a full house here ever IMO. he would give lots more action on the flop or turn with 9T/9J/set. to me this looks like villain has K9/A9 or a big pocket that villain thinks counterfieted your 2pair on the river.
