im pretty lost as to what this guy is up to here. this is the first interesting hand he's played:

raise pf, rest is fine, turn might be a fold baluga theorem blah blah, but i'm not sure i could to the min-raise

I would probably complete with ATo here... But ATs is SUITED! I suspect turn fold is right, but I quite often convince myself I have implied odds to draw (though never quite sure at what?)

How about bet $12 (size of pot) on turn and fold to raise?

I don't think raising A 10 suited out of the SB is such a great idea, completing and hoping to really hit your hand is prob better out of position like this unless you are against pretty tight opponents who will limp/fold in position.

can we ignore my play preflop here, it's not the reason i posted this hand

his range on the flop is something like 33, 77, 57(s), 68(s), 89(s), 7T-AT(s)

i figure his range on the turn is narrowed to something like this:

equity win tie pots won pots tied
Hand 0: 41.116% 32.02% 09.09% 310 88.00 { AsTs }
Hand 1: 58.884% 49.79% 09.09% 482 88.00 { 77, 33, T7s, 98s, 86s, 75s, ATo }

he doesnt have to be donking around too much for me to be getting the right odds to call his minraise

Turn bet sizing is fine, 9/12, doesn't really matter.

I think the only debatable street here, as previously mentioned is the turn call, not really too much he could be minraising here in terms of weak hands.
