Are 9s enough to call all-in?

I know this might sound loose but here is the situation:
The raiser got bad beated for a considerable amount of his stack. He looks on tilt. He just pushed the last hand (nobody called).

Being that he is a short stack and is problem on tilt I'd call here, if he has say 25+ I'd fold and wait for atleat JJ+ if he kept going AI.
