Default JJ overpair facing flop raise

At work...hand is from memory, sorry:

Villain is mostly unknown, but he's been quiet so far. First impression is TAG. If villain is paying attention, he probably has a similar read for me.

NL50 w/ $50 effective stacks

Villain opens on the button for $1.50. I 3-bet JJ to $5 in SB, and he calls.

Flop ($10) comes 2-8-9 rainbow. I bet $7. Villain raises to $20. I...?

I've got $38 behind, the pot is currently $37 and it's $13 for me to call. What's my action here?

Fold this given that he's been quiet and you don't have much history with him

Are we assuming that villain might not do this with AK? (maybe a good assumption)
