I have seen villian raise all in on a similar board with a flush draw ONCE. hes very loose and semi aggro. with these reads is this an insta call.

how about floating here to stop him pushing big combo draws and mix it up? as played prob fold
preflop i'd bump this up a bit more tbh, with 4 limpers go to 60-70 and stop the chain calling reaction

This is going to be a smaller PP more often then a set, throw in some combo & up and down draws and you're in good shape against his range.

And he's a bad, lag, dump your chips in.

You holding the Ah and the low card being unsuited is not good for you since there won't be nearly as many combo draws. Against only combo draws, 68, sets, you are only around 20%. However add 99 and you are around 40% and add all 79 posibilities and you are a slight favorite.
