I googled it and all I could find was some dudes blog site that contains a letter from some soviet official saying the story was a fake, that some chick didnt wander through the streets alone on her bike. She was escourted in a car on the same little tour they give all tourists, she just brought a bike helmet and made the story up. link
everything else I found (didnt look that hard) was just a repost of that letter. Who knows if it is or isnt true, that could easily be a "oh [censored], we look bad, we better discredit this story" letter.

I don't really care either way, sure there is a romantic element to this chicks story thats compelling, but the thing that interested me the most is the ghost town, not her little journey, and the ghost town is most definitely real.

This story was posted on slashdot a few times, and in the end everyone agreed it was a fake. I believe that author herself sent a letter confirming that (who knows if she was under pressure to write that letter). I don't care to go digging for proof and it doesn't really matter because of the below, which I can totally relate to.
