Hilary is trading at 24% and Giuliani around 20% for presidental election! They trade on party nominations as well.

You're looking for event derivatives. I don't know if anyone is trading presidential election futures, but I recently came across an interesting article on this subject. It might be helpful for you.

Spreadbetting is very popular in The UK and Europe, but I don't think these markets are leagal in The US, though.
