i didnt want to let villian limp for free since he was a 60/5 and i figure my hand was crushing his range. he bet so small and i raise him up which he calls, the 9 kind of gave me that sick feeling like a donk straight draw just hit and of course, he pushes but i really felt like he was just utilizing a short stack strategy and pushing any pair of cards he had, especially with that scary turn, or perhaps he could have A10 and push hoping that im chasing a straight. i felt like calling is marginal since it is overpot and i even said it when i clicked call but i felt a little like villian was just trying to steal the pot since he had no monies left.

probably fold, but I cant even take 84 cents seriously. Id call for the hell of it.

The only thing you beat here is a bluff. I wouldn't give a 60/5 credit for 'utilizing a short stack strategy', I think he has a good hand here. You've shown strength on the flop and the turn isn't that much of a scarecard (it only completes a 78 straight-draw), so bluffing this turn with air would be awful. Therefore I feel a bluff on his part is unlikely. Fold IMO.
