Can anyone tell me the statistical significance of the following numbers:

1st: 7
2nd: 19
3rd: 14
4th: 7

I know, I know, sample size...but just let me continue.

It feels to me like I'm getting the worst end of the variance "wheel of fortune", but such a large discrepancy between 1st and 2nd? Is it possible that it is all just variance?

Yea it's possible. probobly not ALL variance, but very possible
