Default 33r PP: Bubble stealing

This situation comes up regularly and I'm unsure about how to play it: advice?

PartyPoker $33 Regular Tournament, Big Blind is t400 (4 handed) Converter on pregopoker.com

CO (t4320)
Hero (t6730)
SB (t6730)
BB (t2220)

Preflop: Hero is in Button with 9[img]/images/graemlins/club.gif[/img] Q[img]/images/graemlins/diamond.gif[/img]
<font color="red">Hero raises to t1200</font>

BB is tight and solid, SB is a loose fish who is calling wide, but has the stack to damage me. I'm 22/13 at this stage of the trny. My problem is deciding what range of hands to play through the second stack and how to size my bets. Should I have raised to put the BB all-in here? SNGPT tells me that I've more than 10BB so shoving might not be right.

if hes a loose caller its an ez fold, if he was a good thinking player shove any 2. I guess put him on a range and run sngpt. even if you have more than 10bbs, it should still spit out an ev expression correct?

Sorry, i'm not being explicit enough. I can put guys on the ranges in SNGPT, and work out +EV hands, but I don't think this type of situation is simple shove/fold. There is +EV to be gained from raising hands that I don't want to shove with in case SB calls. How do I work out whether to shove or raise in this spot when SNGPT tells me that my hand is +EV?
