No, he's betting half pot. Bad players do this with draws and Kx hands. You're almost always ahead here. In my experiences anyhow.

13 or 14 preflop OOP..the rest looks ok...value bet could be a bit more on river IMO

Two problems.

1: Hero doesn't know that the opponent will bet 1/2 pot when he checks, so your strategy is results-oriented.

2: If Hero CRAI the turn and is called, Hero has almost no equity. Therefore, your CRAI is a bluff.
