why cant i hit one of the zillion outs

sorry rant/pissed. so i lately havent been able to push ppl off hands or hit a hand when i have like 21 outs. Example: is this standard play?

No it's not standard at all. I like raising the flop better than calling although some people will disagree with me.

This is pretty shaky. I rather simply reraise the flop and shove out AQTs and bigger flush draws and just gamble with a made hand with some dead money in the middle. Calling is the worst option in my opinion.
