Default QQ-Preflop vs shortie shove and a tag cc

CO is a donk and BTN is a semi bad TAG. I am not sure of BTNs range here since he has position on the donk. But he is a 20/15/2 kind of guy. I guess I am not getting exactley 13:1 on my preflop call but it is very very close, and if CO shoves I'm good. Do I fold preflop? Shove to isolate CO? Any advice? Thanks in advance!
