Questions about foreign investment and partnerships

My situation: I have my financial house reasonably in order (401k maxed out, additional funds in various ETFs, etc). I have an overseas relative who wants to bring money to the US to invest here. Since I live here and speak English (neither of which is true for him), I would be doing the bulk of the work in setting up whatever legal structure is required for him to invest here.

1. Where can I find information on the legal and US tax implications of foreigners investing in the US?

2. Since I already manage my own investments, it _may_ make sense to combine my portfolio with his in an investment partnership. Where can I find information on their characteristics, advantages/disadvantages, how to set them up, etc?
