yeah i'd just call also. not sure if raise/fold to a 3bet is anything other than spew there.

He's not all that passive considering his VPIP, but at the same time his overall loose nature means that he could have a lot of hands which beat you come the river. Especially after a CO openraise. So I think flat calling is fine in this situation.
