Default Confusing Question

Doesn't the weapon of big bet bluffs contradict the concept of keeping the pot small for small hands and the pot big for big hands? Maybe I'm posting this in the wrong forum?

So which one is appropriate when? I thought you always need to use pot control, or is that more for bad players?

Isn't this making a small mistake (overbetting the pot), in order to induce a bigger mistake from your opponent (folding the best hand)?
