Default LC - Is ICM only for all in preflop situations?

I never see ICM used to discuss post flop play or non all in situations. Is it not valid for this kind of analysis? Or is it just impractical?

ICM is just a means of giving tournament chips an actual dollar value. It applies to any situation, not just preflop situations.
