AGainst this villain, I think call.

check/fold river, the only draws on the flop are gutshot draws which means hes not betting with a busted draw on the river (unless he calls flop with gutshot which i doubt). If villain has a high went to showdown and his AF increases on each street then i would a call could be justified.

Really depends on the villain here...his bet looks to be a clear value bet so he thinks he's got you beat. And I really don't see anything a decent opponent could have that you would beat (JJ would reraise pf and KT would fold pf I think).

If you call, you are doing so because you think villain is a terrible player who would continue in big pot with a tiny PP unimproved...or would cling to any part of the board that he hit.

I don't think a call is +EV in general.
