Uhm, not often. He doesnt have QQ/KK and worse PPs either have a set or are folding.

Because they 4b preflop. Maybe QQ, but KK is an auto 4bet OOp here IMO.

He certainly can. The poster just assumed he doesn't because he didn't 4 bet preflop (which is the most typical action OOP). That assumption is based on only 3 orbits, so think of it what you will.
