This is almost never a set from BB, usually a silly draw, and sometimes QT. UTG has ??.

I think a push has definite value.

I'd shove. Only potential problem here is QT. Very good chance your opponents just had KQ or AQ and didn't want that drawy board to go to the turn.

Can't we just raise and push a non-horrible turn to get more value out of 1pair hands?
