Default FT Small MTT What to do with TT

One of my buddies was curious about how he should play tt in this situation, so I said I'd post for him. Sorry I don't have the HH, I'll describe the hand as best I can.

Situation - 9 Left out of 90. Buy in - $20 + 2. Site FTP
Table has been a mix of laggy and paggy play.
Blinds - 800 1600 Stack 20,800
Position - 3 From Button, Hand TT
Bet - 8.8k
Button with 29k flat calls, rest of table folds.
Flop - 888

So where does my buddy go from here?

Raising to 8.8K preflop is not very good. I don't mind a raise to 4000-6000 here PF, but as played easy shove on the flop.

make a normal raise pf, and just shove or bet now or whatever. silly hand.
