Default Final Transactions

I have found I car I am ready to purchase (buying it from a private seller).

What is the procedure?

Essentially I will be paying w/ a capitalone check.

What happens after I agree to purchase?
Does the seller sign the title over to me?
Do we need to be at a bank for this to occur?
Once I have the title, and the car, do I take it to the DMV for tags (first car in a new state).
How does tax work w/ a private seller?

No tax, do not hand over the check without seeing the title signed over, not necessary to be at the bank, write up some small purchase receipt with the date, amount, and car, go to the DMV and get tags, notify your insurance.

I've purchased two cars from private individuals, the title was notarized both times. The first one, I went with the guy to have it notarized ( i actually didn't know this, but he did, and we went and got it done). IIRC the second time it was already notorized and I just had to sign it.

I don't know. Not in GA I don't believe. When I traded my truck in about a year ago all I had to do was sign the title. Also, when I sold my first car a few years ago to a private party, all I did was sign the title.

This sounds state specific. I've never known of a title signature needing to be notarized in Illinois.

no.

the seller must sign their title and give it to you. you then take it and proof of insurance to the county tax commissioner's office to get a new title and tags.

when do I pay sales tax?
