best way to extort someone?

person A owes you $x where x = decently large sum of $

person A says he can't pay you back because he doesn't have the money anymore but could def be FOS

how do you handle situation? this isn't exactly extortion really since the money is really owed to me to begin with.

I have the same thing happening to me... its been almost 2 1/2 years... and he stil hasnt payed me back.. I didnt charge any intrest, and I even cut a few hundred dollers off his debt cus we're friends... but he has still yet to pay me everything back.
