Why on earth would he bet a pair smaller than yours?

I can see this being a c/f against some guys, but with no reads, I'd prefer a bet.

As played, looks like a pretty trivial fold.

You just said its an easy fold, so it must be a good bet if the guy has 88

The closer we get to QQ, the more likely he is to value bet, and the less likely he is to just cold-call PF. I really don't think he's value betting < TT ever, and betting it as a bluff makes no sense.
