Default Cayman National/Banking options

I figured I would come here as this should be the most informed forum on the subject.

With the impending outlawing of sending money from one bank to a casino/poker room, everyone is looking for ways around it. Neteller will probably ban us, or at least our money going to sites. Someone mentioned Cayman National Bank, which has forms to send so as to avoid making the trip down.
My question is twofold. 1.) Do any of you have any experience with this bank? 2.) Are there any other banks that allow foreign accounts that I can set up without leaving the U.S.?
My initial deposit would be around 1 or 2k and build to around the 10k bankroll I would keep there. Thanks for any help.
