Default alternative payment option

mycitadel.com is similar to neteller BUT it offers itself to cover every horse racing hub in cananda and 65% of the US regulated horse industry (from their website).

Horse racing is excluded from the port authority bill thus it would appear one could use mycitadel instead.

Since betting on horses online is legal. Can a poker room add horse betting to it's offerins and there for be a legal place to gamble online?

Could neteller fund a gambling room if it had a horse betting feature?

Betting on horse races is not universally legal. The new law merely exempts OTB operators that are otherwise licensed and regulated by some U.S. jurisdiction. Party Poker could not legally accept bets on horse racing, for example.
