Bottom 2 pair vs fish

MP1 is a total fish, has been 65/1.5/1 for 70 hands. I figure the only worse hands that call a river bet are AJ, QJ and maybe J10. Everything else is either a busted draw that is not calling or a better hand. What do you think the best line for the river is? I'm thinking c/c to catch any bluffs on missed draws, or is it better to just bet, and if I do check is anyone folding to his river bet.

If he were an aggro fish, I wouldn't mind a river check/call or check/raise, but a passive fish, bet bet bet.
