Default 400NL QQ in the SB

This one confused me. FTP 400NL 6-max:

Relevant stacks:

UTG: 371.3
CO: 340
Hero (SB): covers

PF: Hero is dealt QQ in SB
UTG raises to $14, 1 fold, CO raises to $40, 1 fold, Hero...?

UTG is 8/6 over 55 hands. I have no idea how tight s/he really is though. CO is clcktower, a regular. I only have 200 hands on him, and he seems to be 17/11. I really don't know what clcktower knows about UTG though, so I don't know how to interpret his raise. What's the plan??

you're OOP, probably behind, and the action isn't even closed yet; if you were deeper you could call for set value, but here I would dump it
