Not exactly the scenario you posited, but the movie Fail Safe dealt with an accidental nuclear strike by the U.S. on Moscow. Good performances by Henry Fonda as the President, Larry Hagman as his interpreter, and, of all people, Walter Matthau as an almost Strangelovian hawkish adviser.
