Default Preflop raiser checks heads up

I usually get suspicious when they do this:

PokerStars 0.50/1.00 Hold'em (4 handed) Hand History Converter Tool from FlopTurnRiver.com (Format: 2+2 Forums)

Preflop: Hero is BB with 6[img]/images/graemlins/spade.gif[/img], 8[img]/images/graemlins/spade.gif[/img].
<font color="#CC3333">UTG raises</font>, <font color="#666666">2 folds</font>, Hero calls.

Flop: (4.50 SB) 9[img]/images/graemlins/heart.gif[/img], 5[img]/images/graemlins/club.gif[/img], A[img]/images/graemlins/club.gif[/img] <font color="#0000FF">(2 players)</font>
Hero checks, UTG checks.

Turn: (2.25 BB) 6[img]/images/graemlins/heart.gif[/img] <font color="#0000FF">(2 players)</font>
Hero...

I seriously considered open folding here until the 6 came. What does a guy preflop raise with and then check that flop? Assuming he's unknown, do you call down from here or just check and fold?

At Stars 2/4 you can just open-fold even after that turn. At .50/1 it's possible he has big cards and missed. I like a c/c planning to c/f the river UI (on the assumption that an unknown may bluff once with KQ but not twice).

c/f the turn - I don't think we improve enough on the river to compensate for the times we do fold the best hand when villain bluffs again on the river.

This is 4-handed, we can bet the turn. Probably fold to a raise.

I think he is feigning being afraid of the ace myself and is going to call down here and raise the river. 6 doesn't seem good enough to me and I would like another free card if I can get it. I think its a check/fold myself.

High cards not containing Aces. Pocket pairs not containing aces. Hands that fear checkraises.

I don't think our hand is strong enough in a pot this small. I think we do have reason to be suspicious. I'd Check/Fold without reads.

I'd check/fold the turn. If it gets checked through, I'd check/fold the river.

Also, I'll fold this PF if the PFR is loose passive.
