I'd rather make a raise that he has to call with k9+ and will commit him to calling a turn all in.

So no one else is afraid that this may fold out some non draw hands that are basically drawing dead?

nope. villain will put us on the draw and call. plus you have to lead all turns and are likely to get called by non drawing hands.

I will push folp 50% of the time in situations like this and CR/AI turn the other 50% to get more money in the pot.

I think that overbet/raise is only getting called by a better flush. Villian will call with better hands and fold worse hands - we allow him to play perfectly. Unless he's a maniac and will call with just a draw, then by all means go for it. We should be able to calculate (but I don't feel like it...) a raise amount based on 7 remaining hearts in the deck (3 on flop, 2 for you, and assume A[img]/images/graemlins/heart.gif[/img]x for villian.) If he calls the raise he won't be getting the right odds to see a turn - and that assumes we'll push any non-[img]/images/graemlins/heart.gif[/img] turn or fold to action on a [img]/images/graemlins/heart.gif[/img] turn if we are certain he was drawing on the flop.
