Call. There's too much $$ in the pot and it's only 33 to go vs a short stack who probably has 1 pair.

Even if your opponents range is as tight as {TT, 99, 88, QJ, J7, 67} (which it's obviously not) you have to call here.

I would only fold this hand during a month with a "z" in it. Even then, I'd have a hard time laying it down.

You are only a dog here if he has flopped a set, two pair, or the joint, in any case, you're not much of a dog and are basically running a coinflip with two cards to come. Since, your opponent has so little money, he really can't price you out of this hand on the flop. Also, another added benefit is that people will see that you were willing to get it all in on a draw, and will encourage action on your big hands later. Oftentimes when I do things like this, I'll find it easy to make for the times that I lose because people will start giving me so much loose action.
